   In March 1996, the British Government broke the news that there could be a link between Bovine spongiform encephalopathy and a fatal human disease, Creutzfeldt-Jakob Disease (CJD). BSE is a disease in which the cow’s brain turns to a spongy jelly, leading inevitably to death since there is no known cure. The Ministry of Agriculture, Fisheries and Food (MAFF) ordered a cull of BSE-infected cows and the European Union (EU) agreed to a scheme of compensation payments. It also imposed a worldwide ban on the sale of British beef. Beef sales to the public collapsed. The Major government summoned teams of veterinary experts to argue the case with the European Commission for an agreement to lift the ban. Europe remained adamant in its refusal to agree. An inquiry began its work in March 1998 and within a year reported and gave British beef a clean bill of health, a conclusion shortly afterwards endorsed by the scientific committee of the EU which pronounced British beef to be as safe as any in Europe. After a vote by the Council of Ministers, the EU lifted its ban on the export of British beef as of 1 August 1999.
